Background and Rationale:
Over the years we have received several requests from our members about the ability to pay their fees using PayPal, a widely used and accepted method of accepting payments online.
Setting up the ability to accept payments online will improve our business capabilities in a several ways:
- Allow new members to sign up for our service immediately, instead of having to wait for us to send them an information package, and then wait us to receive the package, and then set them up. We will be cutting out several days of mailing time in the turn-around.
- Give our members the convenience of paying online with their credit card (or via their personal PayPal account, or other electronic transfer method).
- Allow the treasurer to send out electronic invoices in which the recipient can select a PayPal option to pay immediately.
PayPal imposes a transaction fee on each transaction. This fee is equal to a fixed fee plus a variable fee (currently $.30 plus 2.9% of the whole transaction).
This proposal has two parts: The first is to approve use of PayPal to accept payments on behalf of GIAC; the second is to determine how to handle the transaction fee that PayPal imposes.

Proposal 1 is approved.
OPTION 1: Do not charge the subscriber any fee and pay the full transaction fees out of GIAC operating expenses.
OPTION 2: Charge the subscriber the fixed fee and pay any remaining transaction fees out of GIAC operating expenses.
OPTION 3: Charge the subscriber the fixed fee for any transaction less than $50.00 and pay any remaining transaction fees out of GIAC operating expenses.
OPTION 4: Charge the subscriber the full fee for all transactions.
