Background

To properly evaluate this proposal, please familiarize yourself with the duties and responsibilities of GIAC elected jobs and volunteer roles.



Announcement

As outlined at the February Board meeting, surrendering to the absolute need to seek gainful employment after months of medical treatments, Neil McLeod will resign all duties and responsibilities of the System Administrator, effective April 1, 1999. However, to fulfill VIP duties, Neil will continue to serve GIAC (at the pleasure of the Board) in the capacity of Community Webmaster.

Dilemma

The foregoing announcement unfortunately creates a significant potential problem for ongoing GREENBELT.COM service operations due to the current shortage of GIAC volunteer resources. GREENBELT.COM operations often depend on daily interaction(s) between the System Administrator and various Internet Service Provider personnel. It is likely that a protracted vacancy in the role of System Administrator will eventually result in degradations of service to both new and existing GREENBELT.COM subscribers.

Ideally, another GIAC Member volunteer can be found soon to fill this important role. However, GIAC's experience with recent efforts to fill other vacant positions suggests that finding a willing volunteer to serve as System Administrator may not be easy.

Another impending and important consideration is the upcoming GIAC annual election in June, 1999. The incumbent President, Vice-President and Treasurer have all stated their intention of vacating their Officer and Director seats in favor of other candidates, leaving a potential shortage of experienced hands to fill all principal GIAC jobs and roles. Two other Director seats are up for reelection in June (one of these is currently vacant). The other four Director seats are currently filled and do not expire until June, 2000. Of particular importance to ongoing GREENBELT.COM service operations (in addition to the System Administrator) is the demanding role of GIAC Treasurer.

Certainly, many current GIAC Members could competently fill these principal roles, but few have been willing to volunteer for minor VIP tasks or even to attend meetings -- regrettably, most GIAC Members fail to embrace their responsibility as Members of the Cooperative and continue to regard themselves only as service customers.

Proposal

In consideration of the probable lack of available volunteer resources to fulfill the duties of the System Administrator and with the primary goal of ensuring the ongoing viability of GREENBELT.COM service operations, the following proposal is offered.

CENTER Enterprises, sponsor of the CENTERway Business Directory and being committed to the survival of GREENBELT.COM, proposes to take over, with the full consent and approval of the GIAC Board and Membership, all duties, activities and resources related to GREENBELT.COM Internet service, including:

  • All current System Administrator and Community Webmaster duties.
  • All current GIAC Treasurer duties related to Internet service.
  • All current GIAC Membership Committee duties related to Internet service.
  • All current ISP Committee duties.
  • All future and reserve Internet service fees.
  • Full ownership, control and administration of the GREENBELT.COM domain name.
  • Operation of GREENBELT.COM as a for-profit business enterprise (under the subsidiary business name of Greenbelt Internet Services).
Acceptance of this proposal would immediately relieve GIAC of all ongoing Internet service obligations and enable it to transform itself and to operate as an Internet education organization, Internet club, or whatever form and mission it so chooses.

CENTER Enterprises further proposes that a cooperative support relationship should continue to exist, in both form and spirit, between the GREENBELT.COM Internet service operation and GIAC activities, but that no business or financial relationship or obligation should exist between the two organizations.
